要
食品安全监管部门的门户网站是其公开信息的主要途径,其公开信息的全面程度,及时与否直接关系着食品安全信息的传递。也最终影响到国家对食品安全监管的效果。但由于各种因素的制约,导致目前食品安全监管部门在其网站公开信息工作上存在了许多的问题,本论文正是自足于此,首先分析了我国目前食品安全监管部门信息公开的现状,再对比国外先进发达国家在食品安全信息公开上的措施,从而找出目前食品安全监管部门在信息公开上存在的问题,继而对其问题进行逐一的深入的分析研究,找出导致这些问题的原因。
消费者在购买食品时由于质量信息不对称的原因,往往会导致产品市场上的逆向选择的结果。最后会出现产品质量不好的企业把优秀企业挤出市场的不利局面。这些归根结底的还是因为生产者和消费者在产品质量信息上的天生的不对称,但是产品质量的监管部门通过行政许可,产品的监督检查等途径会掌握到比消费者更多的产品质量信息。只要监管部门公开的食品安全信息是公正、公平、准确、及时的,那么消费者就会自觉的充当行政处罚者的角色,用自己的“脚”经行投票,选择那些讲质量,讲信誉的企业,从而那些不讲质量的企业就会随着时间增长而自动的退出食品行业。食品安全监管中加入信息公开这一措施,其本质是让消费者充分加入到监管当中来,充分的发挥市场自行调节功能,形成优胜劣汰的市场淘汰机制。
本论文的组织结构是这样的:第一章绪论,主要是论述了食品安全监管部门信息公开研究这一课题的研究意义、国内外研究进展以及怎么展开研究。第二章主要是叙述目前我国食品安全监管部门在门户网站上进行信息公开的现状以及存在的问题,即信息公开比较滞后,连续性不强;信息公开内容较为狭窄,质量不高;信息公开的公众参与性不够,没有站在消费者的角度出发。第三章主要是针对提出的问题进行分析,探究出导致食品安全监管部门在信息公开上存在这些问题的原因所在,继而可以有针对性的来解决问题。第四章主要是论证解决这样问题所提出的方法和策略,继而更好的保障信息公开的准确性、及时性和公众参与性,最后到达更好的食品安全监管局面。

When consumers buy food because of the quality of information asymmetry causes, often leads to adverse selection results of products on the market. Final products of poor quality enterprises appears unfavorable situation of excellent players out of the market. Or because producers and consumers of these ultimately inherently asymmetrical in product quality information, but product quality supervision departments through an administrative license, supervision and inspection of the product will have access to, including more than consumer product quality information. As long as the regulatory food safety information published is just, fair, accurate, timely, then consumers will consciously acting as a role of administrative punishment, with their "feet" through voting, select that stresses quality, say the credibility of the enterprise, so those who do not speak of quality enterprises will automatically exit as the time the food industry. Join the information published in this measure of food safety supervision, its essence is to enable consumers to fully join the supervision, full play to the market to find its own features, forming the fittest of the market mechanism.
The organizational structure of the thesis is this: Chapter I, introduction, mainly deals with food safety, regulatory information publishing research study on the significance of this subject, advances at home and abroad, as well as how to expand research. Mainly chapter II described China's food safety regulators for information published on the portal site status and existing problems, that is, comparison information release lags, continuity is not strong; information publishing content rather narrow, quality is not high; information publishing of public participation is not enough, without the consumer's point of view. Mainly for analysis of the issues raised in chapter III, explore the cause of food safety regulators in information on publishing exists where the cause of the problem, then can be targeted to solve the problem. Chapter fourth major demonstration of resolve such problems raised by the methods and strategies, then better safeguarding the accuracy, timeliness of the publication of information and public participation, finally got a better situation of food safety supervision.
