摘 要
由于信息技术的迅速发展,其影响力已经渗透入社会生活的各个层面,信息技术在资源整合、控制和增强执行力方面,已成为政府机构业务运行的重要助力。本文在这个背景下,以政务流程再造理论为依托,对食品生产许可流程进行了优化设计。之所以选择该课题,是因为,我国《中华人民共和国食品安全法》取代原有的《中华人民共和国食品卫生法》之后,对原先参与食品安全监管的各相关部门进行了新的职能分工,对食品生产许可工作也提出了新的要求。在此前提下,暴露出当前食品生产许可流程中存在与其他许可衔接不顺畅、职责分配不清、信息共享不充分等问题,为解决这些问题,改进食品生产许可流程,以信息技术作为辅助的流程优化设计是必然的选择。
本文在论述食品生产许可工作的历史概况和现状的基础上,分析了食品生产许可流程的特点和问题,参考政务流程再造理论工具,提出了流程优化方案,并设计了相应的信息系统,设想了评估优化效果的方法。
论文共分为六个部分。
第一部分阐述了论文的研究目的、意义和国内外政务流程再造理论的研究现状,以及本文的研究内容及方法、组织结构。
第二部分主要是对我国食品生产许可相关制度做了介绍,包括其基本概念、形成背景、与其他许可制度的相似和区别,并对食品生产许可工作的历史和现状做了描述,探讨了该工作取得的成效及流程中存在的问题。
第三部分提出了如何对现有的食品生产许可流程进行优化设计,基于政府业务流程再造理论工具,并结合质量技术监督工作实践进行了分析,阐述了设计的新流程的优势与不足。
第四部分则阐述了信息化与电子政务的基本内涵、建设现状及其对于食品生产许可流程优化的意义,以及为配合新的流程优化设计方案,设计构建配套的管理信息系统和网络平台。
第五部分在对优化后的食品生产许可流程进行分析的基础上,给出了与优化前流程相比的效果评估,并探讨了新流程可能出现的问题及解决方案。
第六部分为结论与展望。

Abstract
Oweing to development of the information technology , its influence infiltrated into every aspect of social life, and information technology has become an important assistant in government business when refers to resources integration, control and enhance the execution of government business. In this context, this thesis make a optimized design for permission process of food production with the theory of government process reengineering.The reason for chosing this problem is that, after the Food Safety Law of the People's Republic of China has replaced the Food Health Law of the People's Republic of China, clarify the new functions of government departments, and raise a new claim to permission process of food production.On the premise of that, some problems such as not having a smooth interlink with other permission, indistinct allocation of responsibilities, insufficiency information sharing has been exposed.in order to solve the problems, and improve the permission process of food production, making a optimized design with information technology is an inevitable choice.
Based on the history and current situation of permission process of food production,this thesis analyse the points and problems existing in permission process of food production, and proposes a new optimized design with tools of government process reengineering .Also, it put forward a new information system ,and picture some assessment methods for the effect.

research methods and structure of this thesis.The second elaborates the basic conception and background of the "permission process of food manufactrue ",and compares the similarity and difference from other permisson.The third one proposes the question :how to make a optimize design for the "permission process of food manufactrue ".Based on GPR,analysis the question with the supervise work,and expound the advantage and lack of new design .The forth set forth the meaning of E-government and its present situation of research,draws out the relationship between the E-government and government process,and the new information systems assorted with the design.Comparing the former process with the new disign ,the fifth aims at good evaluation of the effect of the new design. The sixth gives out conclusion and make a expectation.
There are two research methods in this thesis:research on the history and research from interview.
The research object in this thesis is "permission process of food manufactrue ",its character is:as one of the traditional process of government ,it has disadvantages from traditional class systems,but it always demands a brand new reconstructive design ,since it affronts the new demands of information times and new law.
