摘 要
食品安全是全球最关注的焦点问题之一。近年来,随着我国经济的快速增长,食品产业的发展日新月异,新的产品种类大量增加、食品交易数量显著提高、新的食品研发技术不断更新,而我国政府的监管手段却停滞不前,这直接导致了我国食品安全事件频发,食品安全状况不容乐观。特别是在发生在2008年的“三鹿奶粉事件”充分暴露出我国在食品安全监管上的巨大缺陷,我国政府的公信力也受到严峻的考验。为食品生产加工环节的监管者,质量技术监督部门有着不可推卸的责任。为了应对日趋严峻的食品安全形势,如何利用现有的监管资源积极探索适合中国国情的监管模式,已经成为质量技术监督部门面临的重要课题。
本文就是在这样的背景下,通过对国内外监管模式的比较研究,找出我国食品安全监管中的问题和缺陷,并以黑龙江省质量技术监督局开展的“技术前移”食品安全监管模式为研究对象,在分析其可行性的同时也为我国质监系统的监管模式发展提供一些参考。
本文具体分为五部分:
第一部分是全文的绪论,主要是概括地介绍全文的研究背景、意义、目的和方法。
第二部分对目前我国的食品安全监管模式和质量技术监督部门的监管模式加以分析,总体概括出质量技术监督部门在当前条件下存在的不足,同时将我国当前的监管模式与国外发达国家的各类监管方式进行比对,总结出国外一些值得借鉴的先进经验。
第三部分引入了安全空隙这一新的概念,以此为简化模型,找出食品安全中监管过程中产生一些问题,分析具体成因并提出一些解决思路。
第四部分提出黑龙江省质量技术监督局在食品安全监管中的技术前移监管模式,并详细介绍该模式在黑龙江省的具体应用以及该模式在信息化方面的应用情况。
第五部分以实证分析的方法从黑龙江省食品合格率的合格率、质量技术监督部门监管效果和全省食品行业发展状况等多个方面对技术前移食品安全监管模式在黑龙江省质监系统中的实际运行效果进行分析,对其可行性进行评估,同时针对该监管模式在实际运行中存在的一些问题提出改进意见。
第六部分是对全文内容的总结以及对技术前移模式未来的展望。

Abstract
Food security is one of the most focal issues worldwide. With the booming economy of China recent years, food industry has been made much progress. There has been a rapid increase in the trade volume of food , but also the food variaty, and the technology of food production has been improved as well. Howerer, the regulation of the food industry has been held up which led to the frequent incidents of food security. Especially the Sanlu Scandal, which happened in 2008, exposed the tremendous deficiency of the regulation system of the food security which also bring a severe test to the governmental credibility. As the most important regulator of the food production process, Quality and Technical Supervision Bureau(QTSB) bears unshrinkable responsibility. How to exploit the existing management tools to explore the new governance modes of the food securiry according to the China’s condition has now been the most important issue for the QTSB.
This research was done in this context. Through the contraparative study of the regulation system between China and abroad, the thesis attempts to find out the problem and defects in our system. This paper also takes the ‘technology preposing’ mode of food security regulation in Heilongjiang QTSB as a case study, to analyze the feasibility of the mode and provide reference for the development of the food regulation system.
There are five parts of this research:
The first part is the intruduction, which broadly summerizes the research background, significance, object and the methodology.
The second part analyzes the regulation modes of the food security and the regulation mode, then compares the regulation system between China and western countries’, and conclude some useful experience from the comparative study.
Part three includes the deficit of the regulation system. Then the author introduces the concept of ‘security gap’ to find out the problem of the regulation process, and analyzes the possible solutions according to the specific factors.
In part four the author brings forward the ‘technology preposing’ mode of food security regulation in Heilongjiang QTSB, and presents the specific applications in Heilongjiang in detail.
The empirical analysis in part five provides several indicators of Heilongjiang province such as qualification rate, the regulation effects, and the performance status to analyze and assess the act effect of the ‘technology preposing’ mode , also the article proposes some Suggestions for improvement of the ‘technology preposing’ mode.
Part six is the conlusion section which forcasts the prospect of the ‘technology preposing’ mode.
