摘 要
放眼全球，事业部制已经主宰了各个发达国家的众多大型多元化企业。到90年代早期,几乎所有的美国大型多元化企业都采用了事业部制的机构组织模式。在中国,一些有远见的企业家已经认识到事业部制的优越性和科学性，从而越来越多的企业采用了事业部制。
随着改革开放和政治经济体制改革的深入发展，大型多元化企业在直线职能式的机构管理模式下发展越来越艰难，必须做出改革。县级质监部门也意识到，计划经济时代的机构模式无法满足现代质量监督管理的需求。本论文正是基于上述问题出发，通过对事业部制的研究，探讨一条适合县级质监系统发展的道路，从而提高机构工作效能。

Abstract
Think globally, division system has dominated many large each developed country diversified enterprise. Until the early 1990s, almost all of the major American diversified enterprise are adopting divisional organization organizations mode. In China, some far-sighted entrepreneurs have realized that division system superiority and scientific, thereby more and more enterprises adopted division system.
With the opening and reform and political and economic system reform of development, large diversity in linear function of enterprise management mode of development more and more difficult, must make the reform. County qualitative inspect branch also realized that the era of planned economy organization model can meet the demand of modern quality supervision and management. This paper, based on the above problems is starting to division system by, this one to suit the development of quality supervision system at the county level, thereby improving agency work road effectiveness.
