摘 要
随着我国社会文化的不断发展进步和 “十一五”期间经济的迅猛发展，党和国家对各行政执法职能机关的各项工作提出了更加严格的要求。质量技术监督部门作为具体调整我国产品质量的重要部门，肩负着质量、计量、标准化、特种设备各项重要职能，如何行使好这些行政职能，在新时期、新局面下有着更加严格的制度约束。在党的十七大宣布了《全面推进依法行政实施纲要》后，各部门都将规范行政执法工作当做首位工作来抓，质量技术监督部门是拥有法律赋予的行政执法权的行政机关，规范行政执法办案工作程序更是该部门行政工作的重中之重，随着科学技术的不断变革、社会的不断进步，传统的行政案件办理工作程序已经越来越不能适应该部门的行政执法工作需要，那么该如何提高该部门的执政执法办案规范程度，提高其行政执法人员的执法能力?
本文基于多年在该部门基层从事法制工作的经验，着力分析和解决以上所提出的问题，通过对该部门现阶段案件办理工作程序的分析，分析以行政执法办案人员为用户，利用信息化手段和以工作流技术为核心技术的办案系统办案的可行性。设计利用工作流、J2EE、JAVA等核心技术，着重资料收集、工作实际和调查研究、建立质量技术监督办案系统，从而实现整个办案流程的系统化、流程化、规范化、高效化，增加案件办理过程的透明度。利用信息化手段来规范质量技术监督行政执法人员在行政案件办理过程中的具体行政行为；合法保全作为行政诉讼中主要证据的法律文书的合法性、准确性、有效性；确保后续的案件审理工作能够严格按照法律程序进行，办案工作结束后自动生成建立电子案卷，有利于案卷的归档保存工作，方便各级有关领导及相关部门监督、调阅，同时利用信息化手段对行政执法人员的工作实绩加以考核，将考核机制输入到系统内由系统自动打分，并设计数据共享子系统，促使各种信息资源有效的在本部门或外部门之间共享流通，通过定期备份规则，防止重要资料在系统内丢失，造成不必要的损失。在考虑到本系统的实用性和技术领先性的同时，确保了应用技术的成熟性和延续性以及系统运行的安全性和稳定性，减少日后对本系统修改和升级带来的成本。

Abstract
With the continuous development of economic and social progress in China during the "eleventh five-year plan" with the rapid development of economy of our country, the various administrative law enforcement functions authority proposed various work more strict requirements, quality and technology supervision department as specific adjust our product quality, assuming the important sectors of the quality ,measurement, standardization , special equipment, the important functions of how these administrative functions, exercise in new period, under new situation has more strict constraints. In the party's 17th congress announced the comprehensive law based administration implementation summary "hind, departments will work as departments administrative law enforcement work to grasp, first for quality and technology supervision department, it is the administrative law enforcement departments for administrative work handling the top priority of our work, along with the science and technology unceasing development, social progress, the traditional administrative cases dealt with working procedures and model is getting more and more can not adapt to the administrative law enforcement work needs, so how to improve the department's ruling handling level, and improve the ability of enforcement administrative law-enforcing personnel?
Based on the author in this department in the basic legal work experience, focus on the analysis and solve the above questions , by the department for work at the analysis of cases , using workflow program, J2EE, JAVA, focusing on core technology actual work and study, design build quality and technology supervision, and analyze the handling system administrative law enforcement personnel of information means and to workflow technology as the core technology of case handling system, thus realize the whole case systematic, standardization, process highly effect, increase the transparency of the case for process. Use information means to regulate the quality and technology supervision in administrative law-enforcing personnel in the process of administrative case for a specific administrative act; Reasonably ensure that as the administrative lawsuit mainly evidence the legality of the legal documents, accuracy and validity. In a subsequent case strictly according to law to work, automatically generating procedures established for the books, electronic books, convenient filing work at all levels and the relevant departments of the leadership, and supervision and review of information means for the achievements of administrative law-enforcing personnel evaluation, will work to input to examine mechanism by scoring in the system, and establish the system automatically share data subsystem, prompting all kinds of information resources effectively in the department or the department is Shared between circulation, through the regular backups rules, prevent loss of vital information within the system, cause needless loss. In considering this system practicability and leading technology sex at the same time, still considering this system application technology to recognize and stability of system security and continuity. Reduce the future brought this system modification and upgrade the cost. Although the author in this paper write before doing a lot of investigation and research work, but through the actual writing or found some problems, I will continue to do the research and strive for a more suitable for the department of design of administrative law enforcement handling system.
