摘 要
本文对我国强制检定计量器具的实施（以下简称强制检定工作）做了较为全面的阐述和分析。
根据计量器具的不同用途采取不同的法制管理形式，可分为“强制检定”和“非强制检定”。 强制检定的实施可分为监督管理和执行检定两个方面，监督管理，按照行政区划由县级以上政府计量部门在各自的权限范围内分级负责；检定任务，采取统一规划、合理分工、分层次覆盖的办法，分别由各级法定计量检定机构和政府计量部门授权的其他检定机构承担。
介绍了现行工作状况，比较系统地对强制检定工作的中出现的问题及成因从法律、技术和管理层面做了一定深度的分析。计量法规体系与社会发展不相适应；量传体系无法满足社会发展需要；计量基标准建设滞后于经济发展需要；计量技术机构配置不合理，市场竞争能力弱；现在的管理方式难以实现法制管理的目的。
在总结我国强制检定工作的经验和不足的基础上，借鉴发达国家的强制检定工作的优点，从法律、技术和管理层面提出了我国计量器具强制检定工作的改革目标和路径选择。

Abstract
This paper discusses the implementation of compulsory verification measuring instruments (hereinafter referred to as the compulsory verification work) are comprehensively introduced and analyzed.
According to the different USES measuring instruments adopted different legal management form, can be divided into "compulsory verification" and "no compulsory verification". The implementation of the compulsory verification can be divided into the supervision and management and implementation verification two respects, supervision and management in accordance with the administrative districts, by governments at or above the county level measurement departments within their respective jurisdiction grading responsible; Verification task, take unified planning, rational division of labor, multilayered respectively, the way to cover by various statutory metrological verification institutions and government agencies authorized by the metrological verification institutions of other responsibilities.
This paper introduces the current situation of compulsory verification work, the work of the problems and causes from the law, technology and management level made certain depth analysis. Metering regulations system and social development does not adapt; Quantity preach system can't satisfy the needs of social development; Measurement base standard construction lags behind economic development needs; Measure technology institution unreasonable allocation, market competition ability weak; Now to realize the management mode of the legal management purpose.
In summarizing China compulsory verification work experience and the insufficiency, and on the basis of the compulsory verification in the developed countries for reference, puts forward the work in the advantages of measuring instruments compulsory verification work as the goal of reform and path selection.
